Windows 11 PRO 22H2.

I've been having this symptom for a while:
If I open the File Explorer and then an application (such as WinRAR or Whatsapp App) that are on top, when I change the wallpaper the File Explorer returns to the front automatically. Even while I'm typing something.

It's a known windows 11 issue. It bothers me and other users since several months:
