It would be possible to have a previous version corresponding to 5.x?
I have a problem with the monitor frequency again and I would like to try a recent previous version.

Unfortunately the only versions available are the ones you can find on the website. Previous versions are not available. However since 5.2 (June 2023) there have only been bug fixes for some specific features, nothing else has been changed.

I must have a problem with Windows 11 then. My wallpapers don't change and the solutions I have are: turning the monitor off and on or changing the frequency or resolution (without confirming it).

WallpaperSlideshow prepares a new image and calls a windows component to set it as desktop background. Sometimes this components doesn't work as expected. The first thing to try is system restart. Usually this fixes the issue.
Otherwise you could try to disable Smooth Wallaper change in Settings-->Options
When disabled WallpaperSS uses a different Windows function and it could work better.

It also works OK if I delay turning on the monitor (after starting Windows).

Well, I disabled "smooth change" and everything remains the same (even the wallpapers keep changing with that effect).
I also tried reinstalling video and monitor drivers, with previous versions and nothing.

The fade effect is performed by Windows when wallpaper is changed, once the effect is activated it stays active until next restart.
I think that problem is caused by some windows component but it is difficult to determine what it could be. The first thing to do is to use dism/scf to check if there are any missing or corrupt files:

If the above procedure doesn't help the last chance is to perform an in-place upgrade:

I ran the dism and scf commands without any errors or changes.
I don't want to do the in-place repair. It's the only app that isn't working well for me and I don't want to end up with bigger problems. At least for now...

That command scans devices to find any new monitor and calls windows functions to extend the desktop, at the end notifies the system that settings have been changed.
Maybe it's the final notification that causes the system to refresh the desktop
