Automatic switching doesn't work after wake up from sleep

I've got an issue where the automatic switching stops working after I wake up my laptop from sleep. Here's a bug write up for you:
Hardware: Lenovo ThinkPad W520 (which has a built in trackpad), and a Microsoft SideWinder X3 USB mouse.
Repro:
1. Run Mouse Speed Switcher which has been previously setup to switch between the trackpad and external mouse (and confirm automatic switching works properly).
2. Close laptop lid (or put Windows to sleep some other way) and wait for for the sleep indicator light to illuminate.
3. Open laptop (or wake up Windows some other way) and log back into Windows.
Result: Automatic switching no longer functions.
Workarounds:
I've found two ways of restoring the automatic switching:
A. Exit Mouse Speed Switcher, then restart it; or
B. Unplug USB mouse, then re plug USB mouse.
Notes:
Hibernating instead of sleeping results in the same issue.
I typically encounter this bug because I got in the habit of plugging in my mouse before waking up my laptop. I'm now trying to remember to wake up the laptop first, so that this issue doesn't manifest.
